World Health Organization

The World Health Organization (WHO) work is guided by the principle that health is a human right that must be universally and equitably accessible. In Kyrgyzstan, we supported the Government since the country became a WHO Member State in 1992. Our goal is to build a better, healthier future for the people of Kyrgyzstan. During 2019 WHO supported the policy dialogue and provided continuing technical assistance at the level of health policy and support to public health programs:
• WHO supported MoH to organize the bridging Joint Annual Review of the health reform program Den Sooluk (2012 – 2018) and the State Program on Public Health Protection and Health Care System Development “Healthy Person – Prosperous Country” for 2019-2030 and Summit “Looking back and looking forward” with the Joint Statement for the Partnership between the Government of Kyrgyz Republic and Development Partners for the State Program «Healthy Person - Prosperous Country» signing ceremony.
• Kyrgyzstan has received a certificate on Rubella elimination in Kyrgyzstan from the Regional Measles and Rubella Verifications Commission.
• Within the policy dialogues on tobacco control Kyrgyzstan participated in the global youth tobacco survey among 13-15 yo
• WHO launched the country-level the Global Action Plan on Healthy Lives and Well-Being (GAP) process by commissioning a national review of the status of health and well-being in the country related to the realization of the health-related SDG targets and organization of a high-level policy dialogue “A new approach to strengthen collaboration in health and sustainable development in Kyrgyzstan” where discussions of the gaps and opportunities for enhancing cooperation and leveraging support concluded the four priority accelerator areas: (1) sustainable financing for health; (2) primary health care; (3) determinants of health; (4) data and digital health.
• WHO used the complex approach to inform the discussions and decision making on the improvement of the maternal and child health outcomes in the country: the pilot study on Health Behaviour of School-Aged Children; Assessment of Sexual, Reproductive, Maternal, Newborn and Child Health in the context of UHC; Situational analysis on School Health in the country; Evaluation mission on implementation of “Beyond the Numbers” methodologies to reduce maternal morbidity and mortality
• The regulation on price control for piloting developed and approved by the Government Decree
• WHO continued supporting the national capacities, structures, and mechanisms relevant to International Health Regulations (IHR 2005) functions. Kyrgyzstan submitted the annual report, reporting on progress implementing and strengthening IHR Core Capacities. The report was informed with multisectoral feedback and input including emergency, animal health, boarder authority.
• The coverage of WHO prequalified vaccines for seasonal influenza expanded by providing the exceeded amount of153,000 doses against planned 82,668 dozes

The Biennial Collaborative Agreement (BCA) for 2018–2019 was mutually agreed and endorsed in response to public health concerns and ongoing efforts to improve the health status of the population of Kyrgyzstan. The BCA is based on analyses of the public health situation in the country and inputs from the national health authorities, while also taking into account WHO global priorities, policy directions and country priorities, and reflects the WHO strategic assessment. The BCA contributes to the implementing Health 2020 vision in Kyrgyzstan and includes programmatic priorities in the areas as non-communicable diseases; health system strengthening towards Universal Health Coverage; promoting health throughout the life-course; and, preparedness, surveillance and response
